Ciara Davis is a Supervisory Public Health Advisor and Director of the Division of Policy and External Affairs at the HHS Office of Population Affairs. Previous roles at OPA have included Policy Analyst and Acting Team Lead for the Title X Program. Ms. Davis previously served as a Policy Coordinator in the Immediate Office of the HHS Secretary and a Health Insurance Specialist at the Centers for Medicare and Medicaid Services (CMS) and she is a former Presidential Management Fellow. Ms. Davis holds a Bachelor's degree from the University of South Alabama, a Master's degree in Environmental Science and Policy from Johns Hopkins University, a Master's degree in Social Work from Columbia University, and is a doctoral candidate n Public Health/Health Policy and Management at George Washington University.
